Management Team

Gary Jacobs

President, CHCS Services, Inc.

Gary Jacobs is president of CHCS Services, Inc. He is responsible for setting the vision of the company and developing strategic relationships to advance CHCS' mission. On a day-to-day basis he is responsible for all marketing and sales, public relations, advertising, government affairs and corporate development. Prior to starting CHCS, Mr. Jacobs served as the Executive Director of Staff Builders Health Care Services, a Medicare certified home health agency serving over 5,000 clients weekly. Prior to that he was President of HMI a national HMO management and consulting firm. He took HMI public in March of 1986. Mr. Jacobs went to Boston University where he received a BA in Political Science and went on to American University where he received his Master's in Public Administration.

Jason J. Israel

Chief Operating Officer, CHCS Services, Inc.

Jason Israel is responsible for the daily operations of CHCS Services. Mr. Israel has over 28 years experience in the financial services and insurance industries. Before joining CHCS Services in 2002, Mr. Israel was an insurance consultant specializing in operations, strategic planning, disaster recovery and reinsurance. Previously, he had a 13-year career with American Bankers Insurance Group, a $3 billion financial services company, holding positions of increasing seniority before being named Executive Vice President, Administration and Information Technology in 1996. Mr. Israel has a BS in Accounting from Syracuse University and is a Certified Public Accountant.

Len Sherman

Chief Financial Officer and Senior Vice President of Finance, CHCS Services, Inc.

Len Sherman has over 25 years of finance and insurance industry experience. Most recently, he served as Senior Vice President of Group and Information Technology for Lafayette Life Insurance Company. He held various executive-level positions at other insurance and financial services organizations, including Allstate Insurance where he worked for 17 years. Mr. Sherman brings considerable experience in leading distribution channels and marketing functions, and is skilled in P&L responsibilities, strategic planning, business development, financial reporting and competitive analysis. He received a Bachelor's degree in Accounting from Indiana University and is a CPA and FLMI. He also holds several NASD licenses.

Felisse Otten, A.R.N.P.

Senior Vice President, Customer Service, Training & Quality Assurance, CHCS Services, Inc.

Felisse Otten oversees all customer contact and Policy Holder Service areas in addition to staff development/training and quality assurance activities. Previously she was President of WorldNet Services Corp. prior to consolidation with CHCS. Ms. Otten joined WorldNet in 1994 as its Quality Assurance/Special Projects Director and served as Vice President of Operations from 1995 to 1996. Prior to that, Ms. Otten held administrative positions with the South Broward Hospital District and Mount Sinai Medical Center located in South Florida. Her responsibilities included coordinating county-wide disaster planning and recovery efforts. Additionally, Ms. Otten is a licensed Advanced Registered Nurse Practitioner with more than 20 years clinical experience. She is a graduate of the University of Miami and holds a Master's degree from Florida International University.

Maureen Lillis, RN, CCM

Senior Vice President, Long Term Care Division, CHCS Services, Inc.

Maureen Lillis has over 25 years clinical experience working as a professional nurse specializing in geriatrics. Ms. Lillis has worked extensively in the clinical areas of LTC service delivery in both Nursing Homes and Home Health Agencies. Her business experience includes over 12 years LTC insurance specialty work including 4 years with MetLife and 4 years with Celtic Life Insurance. She is also credited for developing criteria and underwriting guidelines for multiple LTC carriers. In the area of Risk Management, Ms. Lillis achieved success through the integration of claims data and underwriting programs. Additionally she is a Certified Case Manager specializing in LTC insurance management, utilizing geriatric expertise. Throughout her insurance tenure, Ms. Lillis has assisted in the development of LTC insurance products encompassing creative management programs in the control of risk.
